Abstract:
This Special Paper outlines six possible UN options including Security Council tribunal for 9/11 terrorists, biological weapons verification, Comprehensive Treaty Regime advantages and extension of "Dialogue Among Civilizations" Initiative - 18 pages.
Notes:
Security Council Creation of a Special International Criminal Tribunal for the September 11th Terrorists .The United Nations Security Council has authority to create Ad Hoc International Criminal Tribunals both under its peace and security mandates (Articles 39-42) and under Article 29 of the Charter. Options include: Adding Verification Procedures to and Overcoming the â??Institutional Deficitâ? of the Biological Weapons Convention; Preparation of a Comprehensive Treaty Regime on all Aspects of International Terrorism; Transforming the Year of the Dialogue Among Civilizations into a Decade Long Dialogue with Added Institutional Support.
Clearly the forward-looking goals of the Dialogue could not all be accomplished in one year. Accordingly this paper recommends that the Year of the Dialogue be extended to ten years, becoming the "Decade of Dialogue Among Civilizations."
