On 19 October 2007 the Independent External Evaluation [1] of the United Nations Food and Agriculture Organization (FAO) [2] released their report [3], urging the Organization to overhaul its practices to better meet the world's hunger needs.

The report contains 109 specific proposals to reform the Organization, and was considered by FAO’s governing Council and Conference in November 2007.
