World Summit 2005World Summit 2005At the World Summit in 2005, UN Member States adopted the Outcome Document which details an ambitious array of outlines for UN reform. Subsequently, the 60th General Assembly established the Human Rights Council, the Peacebuilding Commission, an Ethics Office and agreed to limited authority of discretionary spending for the Secretary General among other initiatives. Many of the reform proposals, however, continue to be discussed and negotiated at the General Assembly. The Center for UN Reform Education provides updates, analysis, and documentation on these negotiations on UN Reform, in particular on the following topics:

FIRST CONSOLIDATED REPORT 2005
In order to streamline the reporting from the UN Secretariat to the Members States, the Secretary General has proposed a single and comprehensive annual report containing both the financial and operational work of the United Nations.

The Working Group on Security Council reform met on Thursday 10 April 2008 to discuss a draft put forward by Cyprus at the initiative of Germany. The text was an attempt to infuse new momentum in the slow-going debate, but was almost certainly “killed off” by heavy criticism from especially the Uniting for Consensus bloc and a large portion of developing countries, as this analysis explores.
