Fifth Committee Report: Week of December 18-22, 2006

From December 16 to 22, the Fifth Committee concluded negotiations on resolutions on, among other, Human Resources Management, Procurement Reform, Governance and Oversight, and the Scale of Assessments.

PROCUREMENT REFORM

Agreement on the draft resolution on Procurement Reform was reached. The resolution consists of 7 parts.

Staff
This part of the resolution deals with the filing of annual financial disclosure statements for all staff involved in procurement; the development and implementation of an ethics and integrity programme for procurement staff; the issuance of ethics guidelines by June 2007; and the implementation and evaluation of training programs. Member States regret that the Secretary General had not submitted the requested proposals on conflict of interest.


Fifth Committee Report: Week of December 11-15, 2006

From December 9 to 15, the Fifth Committee discussed a series of reports on the reform of the oversight and governance system of the UN; considered budget implications of a damage register, the disabilities convention and the law of the sea; and approved draft texts on the board of auditors and the statistical report on the financial situation of the organization. Informal consultations continued on procurement and human resources management reform among others.

Fifth Committee Report: Week of December 4-8, 2006

From December 4th to December 8th the Fifth Committee met for general discussions on Financing for Missions in the Cote d’Ivoire, Ethiopia, and Eritrea, as well as on the Capital Master Plan. Informal consultations continued concerning the draft resolution on human resources management reform. The following is a summary of issues raised with respect to mobility, career development and support, contractual arrangements and harmonization of conditions of service.
